Dear Sir:
Three Mile Island Nuclear Station, Unit 1 (TMI-1)
Operating License No. DPR-50 Docket No. 50-289 Primary Coolant System Pressure Isolation Valves The ISI Valve Submittal to the NRC dated February 1, 1980 (TLL 032) stated that CF-VSA/B, CF-V4A/B and DH-V22A/B will be tested for pressure isolation function before or during the Restart of TMI-1.
In addition, TLL 137 and TLL 179 state that the above valves will be tested and plant modifications will be completed before December 31, 1980. However, we are still in the process of designing and implementing the needed modification. Please note, that with the NRC current shutdown order in effect, it is not possible to perform a meaningful test of these valves since the valves may not seat properly at low pressures.
Hot functional testing is projected to occur during 1981 and if the plant modifi-cations are complete, they will be used to test these valves for pressure isolation function.
If the plant modifications are not complete, temporary testing apparatus will be used, thus insuring that each valve is performing its redundant pressure barrier function.
In accordance with TLL 137 and TLL 179 the valves will be tested for pressure isolation function each time they are moved from the fully closed position.
Sincerely, j
)
