Dear Mr. Miller:
Per our telecon I am forwarding to you a revision to Technical Specification SL 3.1, Eeactor Core Safety Limit. As I discussed with you this proposed revision has been reviewed and approved by the Plant Ocerations Review Cor:mittee, but has not as yet received review and approval of the :iuclear Facility Safety Cc: mittee (:iFSC). It has, however, been sent to the :IFSC and their approval should be in hand by February h,1931.
Sirce the :irSC had previously reviewed SL 3.1 as submitted by F-791C, and only minor revisions have been
=ade to Section 3.131, we do not anticipate any approval problems.
The liFSC review has been scheduled for completion by February h, 1981.
The fee for this change under the provisions of 10 CFR 170 has already been forwarded in previous submittals.
As soon as final :iFSC approval has been received we vill forward the formal notarised request for amendment. In the interim the attach-ment should serve to expedite you* review.

ERACT WOFOING: For power-to-flow ratios between 1.17 and 2.5, the operator shall immediately reduce power to lower the pcwer-te-flow ratio to less than 1.17.
If this corrective action is not successful within two ainutes, an ictediate shutdown shall be initiated.
REASON FOR CHANGE; NRC requirement to propose Technical Specification revisions to SL 3.1 prior to approval of 100T power operation.
