Gentlemen:
Millstone Nuclear Power Station, Unit No. 2 i
IE Bulletin No. 80-24 In Reference (1), the NRC staff requested information concerning design l
and performance of cooling water systems present within the containment.
Actions were required pertaining to both open and closed cooling water systems.
Millstone 2 does not utilize any open cooling water systems within the
~
containment and consequently action items 1 and 2 of subj ect IE Bulletin are not applicable.
Action item 3 requests a summary of experience with closed ecoling water systems. Millstone 2 employs a closed primary component cooling wtaer system (Reactor building Closed Cooling Water - RBCCW).
The only leakage i
within the containment from this system occurred on November 11, 1976.
i A pressure surge caused by starting the RBCCW pumps lifted a relief l
valve on a Control Element Drive Mechanism Cooler, resulting in a rapid increase in containment sump level concurrent with decreasing level in the RBCCW surge tank. A containment entry was made and the relief valve gagged. The relief valve was subsequently repaired at the next plant outage.

This is the only incident of leakage from the closed cooling water system within the containment. The leak was immediately recognized from containment sump level indication and closed cooling water surge tank level indication.
It is estimated that 12 manhours were expended in the conduct of the review and preparation of this report.
