Dear Sir:
Your letter dated October 8,1980, Inspection Report No. 80-25 contained one item of non-compliance.
Boston Edison Company's response to that item is presented below.
Infraction Technical Specification 6.8. A state that: Written procedures... shall be established, implemented and maintained that meet or exceed the requirements and recomendations of Section 5.1 and 5.3 of ANSI N18.7-1972..."
Station Surveillance Procedure 8.5.5.1 "RCIC Pump Operability and Flow Rate Test at 1000 psig", Rev. 6, requires verification that the system has been returned to nomal with valve no. M0-1301-25 (suppression pool suction) left closed.
Station Procedure 1.3.18 " Relief of Personnel", Rev. 6, requires that a shif t turnover sheet be completed and signed by offgoing and oncoming personnel indicating whether systems are aligned in accordance with the nonnal operating procedure and an explanation provided if not so aligned.
Contrary to the above, on July 18, 1980, the following conditions existed:
Surveillance Procedure 8.5.5.1, completed on July 17, 1980, indicated that valve M0-1301-25 had been returned to its nomally closed position.
The 0000-0800 July 18, 1980 shift turnover sheet identified the RCIC system as normally aligned and operable.
Valve M0-1301-25 (RCIC inboard suction from torus) was not closed as required by Procedure 2.2.22. " Reactor Isolation Cooling".

Response
Had Procedure Numbers'8.5.5.1 and 1.3.18 been followed this incident would not have occurred.
To prevent recurrence of this type of event, the personnel in-volved with this incident were disciplined.
Additionally, a memo was issued to all operating personnel on July 18, 1980 clarifying the use of the shif t turn-over sheet. We are currently in full compliance.
We trust this letter adequately addresses your concerns.
