Dear Mr. Eisenhut:

The NRC review of the General Electric Topical Report NED0-24259 " Generic Information for Barrier Fuel Demonstration Bundle Licensing" was documented by Reference (a). In this review it was concluded that pending the review and approval of a reload application to be submitted by Commonwaalth Edison for Quad Cities Unit 2, the PCI barrier fuel demonstration would be licensable.

Based upon previous discussions with the staff on this s ubj ec t , it is our understanding that a formal reload application would not be required for Quad Cities Unit 2 Cycle 6. Our current plan is to submit in the second quarter-of 1981 the Technical "

Specification changes necessary to enable a 10 CFR 50.59 review to be performed for this cycle. These changes would include the barrier fuel ECCS analysis results (MALPHGR values) and Technical Specification bases relating to use of the ODYN transient model.

Concerning-the end of cycle test program, it is our intention to perform on line monitoring and-post irradiation examinations. The scope of the monitoring and examinations will not be defined until approximately nine (9) months prior to the testing.

We will be pleased to-provide at your request detailed information pertaining to the fuel reload or end.of. cycle testing as-this information becomes available.
