January 30, 1981 Lil 020 Office of Nuclear Reactor Regulation Attn:
R. W. Reid, Chief Operating Reactors, Branch No. 4 U. S. Nuclear Regulatory Commission Washington, DC 20555
Dear Sir:
Three Mile Island Nuclear Station, Unit 1 (TMI-1)
Operating License No. DPR-50 Docket No. 50-289 Abnormal Transient Operator Guidelines (ATOG)
Item I.C.1 of NUREG-0737 specifies submittal of generic operator guidelines for abnormal transients and accidents. B&W and the B&W Owners are developing plant specific AT0G programs for each B&W plant including TMI-1. The B&W/
B&W Owners' effort does not include development of generic guidelines. The plant specific guidelines, however, will differ only slightly from plant to plant to account for plant unique features. The methods used to develop the guidelines and the transients / accidents that were addressed and analyzed are the same for each plant.
Arkansas Nuclear One Unit 1 (ANO-1) was the lead B&W plant for the AT0G ef-fort and the ANO-1 guidelines have been provided for NRC review. We anti-l cipate that the format and content (except to account for plant specific differences between ANO-1 and TMI-1) of the TMI-l guidelines will very closely resemble the ANO-1 guidelines. Therefore, since no generic guide-lines will be developed, we are referencing the ANO-1 guidelines to satisfy Part 3a of Item I.C.1 of NUREG-0737 response of January 23, 1981 (TLL 680).
Sincerely, f
