Dear Mr. Wood:

Thank you for your letter of December 27, 1980, and for your interest in emergency preparedness in the vicinity of nuclear power plants. Enclosed is a copy of the NRC Emergency Planning Final Rule. The other document that you requested is being prepared jointly by NRC and the Federal Emergency Management Agency.

It is being edited for final typing and is to be pub-lished soon. The NRC identification number will be NUREG-0742.

In response to your question, "How far away must an evacuation site be from a Nuclear Power Facility?", NRC directives for emergency planning require plans for evacuation within a 10-mile radius of a nuclear power plant. State and local officials may choose a location for an evacuation reception site anywhere outside the 10-mile radius.

You will find the answer to your second question concerning funding for warning systems and public education in the enclosed NRC Final Rule. On page 55408 there is a paragraph entitled " Funding" covering this subject.
