requestad by CPCo so that realistic schedules for completion of the Reactor Depressurization System (RDS) could be ronsidered in addition to the information presented at the July 16, 1974, Bethesda meeting (see minutes issued July 31, 1974) during the evaluation of the CPCo request for a variance from the AEC-IAC July 1,1974, conformance date.

A computer printout of critical path couponent delivery dates provided the basis for discussion. A single copy has been placed in the work fin for reference purpose in monitoring the forward moveuent towards cocpletion of the tedifications. The four pages of computer output have not been reproduced because in.portant conclusions drawn frou this information are presented herein.

l According to the CPCo schedule, the EDS actuation systec determines the time when the modification required to satisfy the AEC-IAC will be completed. A careful appraisal of the schedule reveals that an allowance of four months for testing, qualification of relays from a new supplier, and preparation of fabrication procedures has been made. Because of the 2 of 4 rather than 2 of 3 actuation system feature, we have concluded that this is a reasonable and prudent allowance. 110 wever, it was agreed by all present that early success in this area where allowance has been made for potential problem solving could reduce the scheduled coceletion date by several months. Further, it was acknowledged by CPCo representat5es tnat this phase of the effort is at the beginning of the echedule for delivery and installation of the RDS and that such success or unanticipated probleca will be recognized by Deceriber 1974 thereby permitting a precise forecast of modification coupletion and system actuation.

e$, minutes of July 16, 1974, usating with CPCo), CPCo revealed that new I

test data show excessive transient vibrations may be encountered at

{ the end of the steam quench period when water satuation is attained g and steam passes through the quench tank into the containment. The new information is being evaluated by CPCo and consultants and may lead to further modification of the short-term quench tank concept that has evolved as part of the RDS described previously. Dis cussion of alternatives to the short-teru quench tank would have been pren.ature.

However, CPCo agreed to submit design criteria and a complete description of the RDS for the AEC-Licensing review by August 20, 1974.
