Dear Mr. Ahearne:

This letter is to urge that the question of starting up Three Mile Island Unit 1 (TMI-1) be based on a fair consideration of the regulatory requirements thereto.

If it is demonstrated that TMI-1 meets the requirements, as consis-tently applied at other locations, then it is only fair to the well being of Metropolitan Edison, it's customers, and stockholders that the unit be allowed to startup.

I am neither a customer of Met Ed, nor a stockholder in it, GPU, or any associated company.

I am, however, a concerned advocate of.n energy policy that includes the safe and rational use of nuclear power.

Mere proximity to TMI-2 does not seem to be a fair or competent foundation on which to base a decision.
