January 16, 1981 OFFICE OF THE SECRETARY MEMORANDUM FOR: William J. Dircks, Exec Dir for Operations FROM:
Samuel J. Chilk -
cretary
SUBJECT:
STAFF REQUIREMENTS - DISCUSSInN OF NEAR-TERM CONSTRUCTION PERMIT REQUIREMENTS, 2:05 P.M., TUESDAY, JANUARY 13, 1981, COMMISSIONERS' CONFERENCE ROOM, D.C. OFFICE (OPEN TO PUBLIC ATTENDANCE)
The Comis.; ion discussed the pending construction permit / manufacturing license requirements and other related matters.
The Comission noted staff's intention to apply the rule to current holders of construction permits who have done very little construction work.
The Comission, after discussion of an ACRS memo dated January 12, 1981, deferred a decision on the hydrogen control question pending further discussion after the February ACRS meeting. The Comission requested further discussion on the need for a revision of the construction permit process that would assure NRC review and action before major changes can be made.
The Comission requested that staff begin preparation of a final rule, leaving open the two items noted above.
