SUfftARY OF DECEMBER 23, 1980 MEETING REGARDING OPERATING LICENSE REVIEW On December 23, 1980, the Licensing Project Manager (L. Kintner) met with Detroit Edison Company (DECO) representatives (Licensing Engineer -

L. Schuerman, Project Engineer -.W. Colbert, Assistant Project Manager -

Robert A. Vance) to discuss the scope and schedule for completion of the Fermi 2 operating license (0L) application review.

The Assistant Director for Licensing (R. L. Tedesco) met briefly with DECO representatives to hear summary of the meeting.

The sc.1edule for the OL review as given in the October 17, 1980 Blue Book Level D report was discussed. Key dates in the schedule are:

The scope of,the non-THI safety review was discussed.

The status of the staff's review to date is given in NUREG-0314. Interim SER for operation of Farley 2, September 1977. This report gives the result of the staff's t

review of the FSAR, excluding review by the Reactor Systems Branch (RSB).

4 In June 1978, the FSAR was amended to incorporate the description and analyses of the GE fuel assemblies to be used in Fermi 2, and respond to outstanding issues in the Interim SER. The Reactor. Systems Branch has provided requests and positions based on its review of the FSAR, as-amended.

Applicant said its response to all RSB requests and positions will be submitt 4

in February 1981. Applicant has provided responses to requests and positions in other review areas. The scope of safety review by branches other than RSB is the resolution of outstanding issues identified in the Interin SER ani any new issues that have arisen since its completion.

The scope of the TMI safety review is identified in NUREG-0737, "Clarificatf<

of TMI Action Plan Requirements", November 1980. Applicant said its responst to NUREG-0737 requirements would be submitted March 31, 1981. DECO plans to submit its review of the Control Room Design by June 1,_1981.

Staff plans to visit the plant the week of July 13,-1981 for its Control Room Design Review (Task I.D.1).

Staff requested applicant to submit it's Upgrad Emergency Plan (Tasks III.A.I.1 and III.A.2) in January 1981 and associated implementing procedures by March 1, 1981.

In order to issue the SER in Dece:

1981, the FEMA exercise of the emergency plan must be held in September 1981.

Applicant said it cannot meet the January date for. submitting its emergency.

Staff equested that Emergency Operating Procedures (EOP) (Tasks I.C.1, I.C.8) be submitted for our review February 15, 1981.

This review will include trial of the E0P's on a simulator and a walk-through exercise in the plant.

Other reviews, including the environmental qualification review and fire protection review are scheduid r9sistent with the overall licensing review schedule.

Some of the TMI B tues and the Non-TMI 1ssues will be resolved generically through the efforts of the Boiling Water Reactor - Licensing Review Group.

Current positions on generic issues given in two staff memoranda (" Summary of Meetings Held with BWR-LRG", December 5,1980; and, " Summary of Meeting Held on December 2, 1980", December 5, 1980) were transmitted to the applicant.
