SUfEARY OF MEETING ON COMANCHE PEAK RESPONSE TO BORON DILUTION TRANSIENTS Summary A meeting was held at NRC Headquarters, 7920 Norfolk Avenue, Bethesda, Maryland on Wednesday, October 15, 1980. The purpose of the meeting was to permit Westinghouse to brief the NRC staff on a proposed design change being considered for Comanche Peak to improve the nuclear steam system response to boron dilution transients. Attendance at the meeting is listed on Enclosure 1.
Meeting Details Regulatory Guide 1.70, Revision 2 and the Standard Review Plan, NUREG-75/
087 require that the safety analysis report include an analysis for all operating modes of a malfunction of the chemical and volume control system which results in a decrease in the boron concentration in the reactor coolant of a pressurized water reactor. The Standard Review Plan provides guidance that from the time an alarm makes the operator aware of unplanr.ad moderator -
dilution, the following minimum time intervals must be available before a loss of shutdown margin occurs: 1) during refueling - 30 minutes; and
- 2) during all other operating modes - 15 minutes. The Comanche Peak FSAR does not contain acceptable results for hot standby, hot shutdown or cold shutdown.
In order to resolve this deficiency, the applicant and Westinghouse are propcsing a design modification for Comanche Peak. These design additions consist of a microprocessor to monitor source range neutron flux, an alarm, and a modification to the reactor protective system to provide automatic realignment of valves in the chemical volume control system to terminate dilution and initiate boration.
In short, the proposed solution will automatically terminate the cause of the transient and start the corrective response.

o JAN 14 1981 The meeting presentation was made by Wes inghouse using 17 viewgraph slides. Westinghouse has since advised That certain of these slides contained infonnation it considers to be proprietary and requested with-holding from public disclosure.
(Westinghouse letter T. M. Anderson to R. L. Tedesco dated November 7, 1980). The enclosed viewgraph slides are the non-proprietary slides provided in the above letter. The proprietary slides may be inspected by members of the NRC staff in the Central Files, Accession Number: 8011170224.
The enclosed slides represent a reasonably complete record of the Westinghouse presentation. The NRC staff asked a number of questions, but was not negative to the proposed resolution. The applicant intends to submit an FSAR amendment in January 1981 documenting the proposed modifications to the Comanche Peak plant. Assuming a favorable and timely review by the NRC staff, the applicant expects to have the modifications in place by the Unit 1 fuel loading date.
