This is in partial response to your letter of December 29, 1980 in which you requested, pursuant to the Freedom of Information Act, copies of documents pertaining to paragraphs one and two of the Federal Register notice dated October 27, 1970.
With regard to your query about the vacant commissionership, please note the following, excerpted from the 1975 NRC Annual Report:
The Energy Reorganization Act (of 1974) assigns responsibility for carrying out NRC's obligations to five Commissioners, each appointed by the President with the advice and consent of the Senate.
One member, 4
designated by the President as Chairman, acts as Chief Exect.tive Officer of the Commission and is its official spokesman.
