Area Code 617788 0550 March 3, 1977 Mr James G Keppler US Nuclear Regulatory Commission 799 Roosevelt Road Glen Ellyn, IL 60137 DOCKET 50-155 - LICENSE DPR BIG ROC FOINT PLANT - CLARIFICATION TO LETTER DATED FEBRUARY 1, 1977 By letter dated Fe*ruary 1, 1977, Consumers Power company responded to two in-fractions and one deficiency contained in IE Inspection Report 050-155/76-22.

Conversations with your staff subsequent to that letter indicated that further clarification of a recponse to one of the infractions was necessary. The pur-g pose of this letter is to provide that clarification.

Infraction

" Contrary to 10 CFR 20.203(c)(3), the locked doors and gates used to control access to high radiation areas in the reactor facility are not established in such a way that no individual vill be prevented from leaving a high radiation area."

Resnonse Consumers Power Conpany previously stipulated that all high radiation area doors and gates have external lochs which are disabled upon entry, ensuring that no personnel could be inadvertently locked inside.

Fur-her, that most of the high radiation areas have entry rooms where radiation areas range frc=

5 to 30 milliroentgen per hour meeting the criteria of 10 CFR 20.203(c)(2)(1),

and that during the vast majority of entries into the high radiation areas a Health Physics Technician is stationed outside the entrance to control, a:eng other duties, access to the area.

In order to clarify our previous position and ensure an even more rigorous con-pliance with 10 CFR 20.203(c)(3), whenever an entry is made into a high radia-tion area that does not meet the criteria of 10 CFR 20.203(c)(2)(1), personnel vi31 be stationed outside the hiCh radiation area to control access. We are confident that this action fully meets the intent and scope of 10 CFR 20.203(c)(3).
