Dear Mr. Rosenthal:
By letter, dated December 31, 1980, counsel indicated that the Dir.ector of Nuclear Reactor Regulation anticipated reaching a decision on the Section 2.206 request of the State of Illinois and the City of Gary, et al. concern-ing Bailly in early January,1981. Subsequent to this, the Commission has instructed the Director not to act on the Section 2.206 request until further advised by the Commission.
