A number of methods ha bee, developed for calculating the long-term heat generation rates of spent f light-water-cooled power reactors as a func-tion of burnup and decay times.
The NRC staff considers that the basic ORIGEN code (Refs. 1 and using the SCALE 27-energy group cross-section (derived from ENOF-1V) li producing the time-dependent libraries for ORIGEN-S and updated ions for the ac+ia.ide elements and Cs-133 and Xe-135, b cu ent state of the art in this field.
Results obtained by represen the us de are plotted in Figure 1 for three levels of burnup versus decay ti ith no down time.
The range of values shown is considered ade-quate to cover ISFSI designs for the foreseeable future.
This requiatory guide and the associated value/ impact statement are being issued in draft form to involve the public in the early stages of the development of a regulatory position in this area. They have not received complete staff review and do not represent an official NRC staf f position.
Puelic comments are being solicited on both draf ts, the guide (including any implementation schedule) and the value/ impact statement. REGULATORY POSITION The curves shown in Figure 1 may be used to determine heat generation rates needed for design input for an independent spent fuel storage installation.

IMPLEMENTATION The purpose of this section is to provide information to applicants regard-ing the NRC staff's plan for using this regulatory guide.
This draft guide has been released to encourage public participation in its development.
Except in those areas for which an applicant proposes an acceptable alternative method for calculating heat generation rates needed for design input for an ISFSI, the values presented in the active guide reflecting public ccaments will be used in the evaluation of applications that are docketed after the publication of the active guide.
Implementation by the staff will in no case be earlier than August 1981.
