Dear Mr. O'Reilly:
On Tanuary 16, 1980, a substantial safety hazard as defined by 10CFR21 was reported to Mr. John Rausch at the NRC Region II Office. The item in-volved an architect-engineer approved variance allowing protection grade input circuits to be run in the plant Class lE tray systems in the Reactor Building. These tray systems contain control grade circuits as well as other miscellaneous safety related and safety associated circuits.
1 The variance is in conflict with the Westinghouse 7300 series process control system Noise Tests (WCAP-8892A) requirement for separation of field run protection and control circuits. Details are given on the attachment.
l The item is being reported under our 10CFR50.55(e) procedure. This is considered a final report on the matter.

(GAI) Engineering approved variance allowed pro-tection grade input circuits to be run in the plant Class lE tray systems in the Reactor Building. These tray systems contain control grade circuits as well as other miscellaneous safety related and safety associated circuits.
The variance is in conflict with the Westinghouse 7300 series process control system Noise Tests (WCAP-8892A) requirement for separation of field run pro-tection and control circuits.'.
As a result, noise could be induced on these circuits that could cause a malfunction in the logic of the solid state protection system.
