Inadvertent Boron Dilution 4

Dear Mr. O'Reilly:

On October 24, 1980, South Carolina Electric & Gas Company (SCE&G) informed NRC of a substantial safety hazard concerning the potential for an inadvertent boron dilution event at cold or hot shutdown conditions while on the Residual Heat Removal System. A boron dilution results in a reactivity addition which could lead to a loss of shutdown margin and cause a substantial safety hazard as defined by 10CFR21. Under the SCE&G program, we reported this as a signif-icant deficiency under 10CFR50.55(e).

f On November 20, 1980, SCE&G submitted an interim report on this item.

At-tachment A of this report presented a discussion of the Westinghouse concerns and recommended actions. Appendix A of Attachment A presented two methods for locising out reactor makeup water supply. There are some incorrect valve number-listed in these methods.

In Item 1, valve 8457 is incorrect and should be

,I designated as valve 8430.

In Item 2, valve FCV-114A is incorrect and should be designated as valve FCV-168A.

s A final report will be issued after the Westinghouse investigation is completed and the long-term solution has been evaluated.
