NPF-3 for the Davis-Besse. Nuclear Power Station, Unit No. 1 (DB-1).
This amendment application proposes changes o the current DB-1 technical specifications. This would allow the de-automation of Level 5 of the Safety Features Actuation System (SFAS). As a result, the long term post-loss of coolant accident (LOCA) shifting from the injection mode to the recirculation mode of core cooling will be manually accomplished from the control room.
This specific request stems from several discussions surrounding the Decenber 5, 1980, SFAS actuation with your staff.
Its intent is to provide resolution of concerns raised by your staff related to potential damage due to inadvertant or premature alignment of emergency core cooling systems (ECCS) to recirculation modes of operation, as well as those we reflected in a July 13, 1979, request for a license amendment.
Attachment A identifies the specific proposed changes to the technical specifications, the safety evaluation and the schedule to implement the proposed amendment. Also attached are marked up elementary wiring drawings of the BWST Outlet Valve (Drawing No. E-52B SH - 19A) and the Containment Emergency Sump Valve (Drawing Nc. E-52B SH - 19B) indicating the proposed modification to de-automate this function.
Attachment B provides the draft proposed modifications to the emergency operating procedures and the system operating procedures that are to be made

Although this effort addresses the immediate concerns, Toledo Edison will further pursue the questions raised by your staff concerning'the DB-1 SFAS compliance with IEEE 279-1971. A joint meeting between your staff, Toledo Edison, Bechtel Associates and Consolidated Controls Corporation is recommended during the week of January 26, 1981. At that time standard compliance and any longer term actions can be discussed.
Attachment A is determined to be a Class III amendment reques:. A $4,000.00 check is enclosed as per 10CFR170. Action taken on this request will preclude the need for approval of our July 13, 1979, submittal (Serial No.
527).
Therefore, we request suspending its review until notified otherwise by Toledo Edison.
