Dear Sir:
Three Mile Island Nuclear Station, Unit 1 (TMI-1)
Operating License No. DPR-50 Docket No. 50-289 Additional Financial Information The staf f of the Nuclear Regulatory Commission (NRC) issued to General Public Utilities (GPU) a " Request for Additional Financial Information" in the TMI-l restart proceeding which asked for forecasted sources and uses of funds statements (Request 5) and forecasted construction expenditure (Request 6) for use in the TMI-l restart proceeding.
GPU's financial staff prepared a draft response to this request. However, during the last few months several regulatory and company decisions have caused our financial forecast to undergo material changes.
These include:
o On September 18, the Pennsylvania Public Utility Co= mission ordered that "the Metropolitan Edison Company cease and desist from using any operating revenues for uninsured clean-up and restoration Costs".
o on October 7, the New Jersey Board of Public Utilities adopted a recommended Administrative Law Judge's decision that Jersey Central's request for a $77.8 million increase in its i
levelized energy adjustment clause be denied in full.
o On November 6, the Boards of Directors of GPU and Jersey Central voted to cancel Jersey Central's Forked River nuclear project.
/
o On November 7, GPU advised the NRC that the O'
company expects the clean-up of TMI-2 to take

more time and ci<t more than the revised t

,e T. M. Novak L1L 002 clean-up cost schedules were submitted as part of GPU's comments on the NRC's-draft Programmatic Environmental Impact Study.
-o On November 26, Penelec delayed construction of its proposed 650 megawatt coal fired station (Seward-7).
GPU and its subsidiaries are currently completing a revised financial forecast that -incorporates all of the se changes and reflects the budgeted spending levels-for 1981. We anticipate that our complete forecast will be available by the end of February. The. earlier years of the forecast period (1981 and 1982) will be available by the second week of February.
and will be forwarded at that time. The later years to follow by the end of February.
As discussed with NRC personnel in the Utility Finance Branch, it will be important that the company and NRC witnesses base their testimony on the same set of forecast data. The revised forecast that we will forward in Februar) will be the basis on which the company will prepare its testimony as regards financial qualifications.
Sincerely,
~
