Thank you for your letter of December 4,1980, regarding our letter dated August 21, 1980, with an enclosure. We confirmed the infor-mation you provided during our inspection of your facility, December 1-5, 1980, and have no further questions at this time.
We do not agree completely that any routine quality assurance program would identify the types of errors and mistakes an unqualified engineer might make, particularly if the individual was experienced in obscuring such problems. Therefore, we will be pursuing this area further during subsequent inspections.
