Dear Mr. MacDonald:
The referenced Certificate of Compliance was revised (Revision Number 3) on November 14, 1980 to include the transportation of plutonium in double welded inner packaging.
Item 5(b)(2)(iii) specifies a maximJm quantity of plutonium plus fissile uranium of 200 grams per package.
After reviewing the Nuclear Packaging, Inc. application of October 10, 1980, the basis for Revision 3 of the Certificate, it appears that the criticality safety evaluation contained therein provides a basis for establishing a limit on the total fissile content of the container.
It is requested, therefore, that the limiting quantity of matp. rial specified in Item 5(b)(2)(iii) be changed to pennit the transpDrt ofg*
up to 200 grams of fissile Pu plus U with the maximum total qpntity of plutonium not to exceed 200 grams.
