Dear Mr. Taylor:

1 This is to confirm the discussion Mr. McGrath held with Dr. Howell and Messrs. Levine, Boorde and Clark on November 21, 1980 during our follow-up review of the Florida radiation control program.

During our regular review of the Florida program held in April of this year, we provided a number of coments and reccmmendations for improvements in various program areas. We were very pleased to learn that the State has taken some action on almost every comment and recomendation made during the April review.

Our major concern at that time, and during previous reviews, was staffing.

The State had been unable to recruit or retain adequate staffing due to noncompetitive salaries. The Public Health Physicist series positions were upgraded effective October 1,1980. We hope these changes will relieve I

the staff turnover problem. Enclosed is a table which compares present Florida salaries +o those for professional staff in other Agreement State programs. As you can see, Florida is still in the icw third of the ranking.

We suggest, therefore, that the State continue to monitor staff turnover as an indicator of the adequacy of talaries. With regard to staff vacancies, it is our understanding that existing vacancies will be filled when funding becomes available with the revised fees which became effective on December 3, 1980. We believe that these cositions are essential to a properly balanced program, i.e. to avoid reassignment of X-ray inspectors to the materials program (and vice versa) to handle short-term problems.

In the past six months, the radiation control program has taken significant steps to remedy problem areas in the program. The inspection backlog has been reduced to a manageable level, the staff is working on the formation of a medical advisory committee, the Jacksonville office has obtained an excellent data processing system and is in the process of inputting data, a compliance manual is in preparation, field evaluations of inspectors are being performed, velometers and smoke tubes have been obtained and placed in the regional offices, and the staff is cursuing the development of procedures regarding escalated enforcement actions.

The staff is now prepared to recommand a finding that the State's program for regu-laticn of agreement materials is adequate to orotect the public health and safety and that the program is ccmpatible with the Ccmmission's program.
