NRC ACCEPTANCE OF REVISIONS TO yA TOPICAL REPORT We have completed our review of proposed Revision 9 (dated October 22,1980) to Ebasco Topical No. ETR-1001, "Ebasco Nuclear Quality Assurance Program Manual."

The revisions concern general organizational and programatic changes.

Based on our evaluation of the proposed changes described in Revision 9 and the inclusion of the corrected material referenced in your December 8, 1980 letter to me, we find that your revised topical report continues to meet the criteria of Appendix B to 10 CFR Part 50 and is, therefore, acceptable with the exception of certain potential changes currently under evaluation as noted below. To use the topical report in future license applications, Ebasco need only reference this topical report in Section 17 of the Safety Analysis Report. We do not intend to j

repeat our review of this topical report when it is referenced in an application unless changes occur in our acceptance criteria.

Should regulatory criteria or regulations change such that our conclusions about i

this topical report are invalidated, we will notify you. You will be given the opportunity to revise and resubmit it should you so desire. As noted above, should you desire to reference this topical report in support of quality assurance programs for new nuclear power projects, the basis of our evaluation will be the acceptance l

criteria given in the revision to SRP Section 17.1 in use at that time. Enclosed l

is a copy of the current SRP Section 17.1 (Revision 1) for your information.

l Programatic changes by Ebasco to the quality assurance program described in this i

l topical report are to be submitted to the NRC for review prior to implementation.

Organizational changes are to be submitted no later than 30 days after announcement.

As a result of the TMI-2 accident, please note that staff re-evaluation of the quality assurance programs currently in effect for nuclear power plants will be performed in accordance with the NRC Action Plan (NUREG-0660). As a result, future changes to this topical report may be necessary. Therefore, staff approval of Revision 9 is contingent upon the final resolution of this separate review activity.

Please replace our letter of January 31, 1980 with this letter, ' renumber the report as ETR-1001, Rev. 9A, and submit 36 copies to the NRC. Your submittal should iden-tify the changes by use of a black bar in the margin, and the revision number should M011905
