Mr. D. J. Skovholt This letter will confim our recent discussions with the USAEC Compliance Office, Chicago (daring their insIection visit to Big Rock' Point December 19 and 20,1968) regarding the failure of the emergency diesel generator to start on a routine monthly test run in November 1968.

i On November 30, a plant operator attempted to start the emergency diesel generator using the test run position and manual start on the control panel 1ccated in the diesel generator room. The diesel generator failed to start. A check was made of the oil supply system and other necessary com-ponents for starting with no abnormalities noted. The operator let the diesel generator sit, thinking the cylinders may have flooded, and test ran the emergency diesel fire pump for e.pproximately two hours.

After the test run for the diesel fire pump was campleted (also on a monthly test schedule), the operator again attempted to start the emergency diesel generator but with no success.

Inspection revealed that a pin in the governor linkage had slipped cut of place, thereby blocking the linkage movement and the flow of oil to the cylinders. The pin was replaced and the diesel generator was success-fully test run.

Iater, the governor linkage was disassembled and inspected in order to determine why the pin had slipped from its original position. It was found that the pin could slip out of place when the linkage is forced down to an extreme position, such as would result from a manual shutdown.

Furthermore, even under these conditions, the operator's hand would have to slip off the control suddenly, or the control would have to be released quickly in order to cause this problem.

.Fabruary 4,-1969 T%st runs were conducted on the diesel generator on December 6 and 12, and on a weekly basis _through January 7, 1969, without any mal-i functioning. Test runs for the diesel generator will be conducted twice per month (for the next two months) to determine further the reliability of the diesel generator operation.

The malfunction of the linkage was described to the manufacturer l

who indicated that no previous history of this type malfunction was re-corded. They offered no explanation for the cause of the malfunction.

l We will pursue, with the manufacturer, the idea of shutting the unit down electrically, rather than the present method of chutting down manually.

If the manual shutdown method is continued, an arm-position indicator will be added to the control panel and revised operating in-structions will be posted at the emergency diecal generator control panel.
