Enclosed herewith are one original and twenty (20) conformed copies of a Special Report SR-10 covering the performance evaluation of the centermelt fuel after the first period of irradiation. This forral report follows a number of oral presentations to members of your staff and represents a complete summary of all the data collected to date.

The report concludes that (a) the fuel performed very satis-factorily and remarkably close to design expectations from the standpoint of operation with central UO2 melting and (b) that the unique failure of the two rods in the powder centermelt fuel was caused by a peculiar set of flow and power distribution conditions. Tests show thst the anomalous flow and power distribution conditions can be remedied with a straight-forward fix, as outlined in the attached report.

The amount of detail contained in the report is due in part to the near simultaneous, parallel demand to report the results comprehensively to the program eponsors, HJRATOM and AEC-RDP, and General Electric has attempted to conserve time and funds by preparing a single document to serve both purposes. Thus, essentially all of this special report will be published in a few months as part of the semiannual progress report on the R&D program.

Contingent upon the concurrence of your staff, it is our inten-tion to proceed with the fix and continue the irradiation of the centermelt fuel in the hope of safely meeting the goals of the R&D program. We would like to arrange a meeting regarding this special report once you and your staff have had an opportunity to review it.
