Technical Specification Changes LCO 4.3.10 and SR 5.5.3

This letter is to propose the f ollowing changes to the Fort St. Vrain Techni-cal Specifications:
LCO 4.3.10, Table 4.3.10-1 (Attachment 1)
SR 5.5.3a) and Basis (Attachment 2)
In accordance with the provisions of 10Cnt170, we believe that the proposed changes are amendment f ee Class II, since they are pro f orma and admini-strative in nature.
We request that the two proposed changes be reviewed and approved f or the change of one Class II change as described in the NRC " Guidance f or Assessing the Proper License Fee - License Amendments and Approvals." Since the change requested to LCO 4.3.10, Table 4.3.10-1 is submitted in accordance with the requirements of LC0 4.3.10(e), and since the change requested to SR 5.5.3 re-flects the regulatory position f or obtaining carbon adsorber samples, we believe that the request is consistent with 10CFR170 and the guidance docu-
=ent.
A check in the amount of $1,200 f or the f ee payment is attached.
