Tne purpose of this change is to deley.e certain portions of the Big Rock Point Technical Specifications that are inappropriate due to obsolescence or because they are strictly descriptive and have no associated limiting conditions of operation or surveillance recuirenents. f>ecause this change is purely ad=in-istrative, it it cencluded that the amendment : auld be categorized as Class 2, and the check made out for the appropriate a=ount is attached.

be changed as described in Section I below:

Discussion Change.A is proposed to delete various descriptive and/or obsolete sections of the Big Rock Point Technical Specifications.
The deletions proposed for Section 5 include the Table and Figures that I
describe the various fuel types utilised.
Deletion is varranted based on:
(1) The cited sections are purely descriptive; there are no Limiting.
Conditions for Operation or Surveillance Items associated with them, (2) Nece of the parameters defined can be altered by or during plant oper-l-
ation and (3) None of the parameters within the Figure; or Table are found I
in the General Electric Standard Technical Specifications for Boiling Water l
Reactors, and therefore are inappropriate and unwarranted for Technical 1
Specifications, i
It is proposed that Section 8 of the Technical Specifications be deleted-in its entirety since the section is no longer applicable. None of the fuel types described therein are presently utilised at Big Rock Point, r
thus none of the limits or surveillance requirements apply.
Deleting this section (entitled "Research and Development") also conforms to the

If, in the future, Research and Development fuel is to be utilized at Big Rock Point (as is anticipated during Cycle
- 16) proper action vill be taken in accordance with 10 CFR 50.59 and, if required, Technical Specifications changes would be submitted under the cognizant portion of Section 5 III.
Conclusion Based on the foregoing, both the Big Rock Point Plant Review Cor.dttee and the Safety and Audit Review Board have concluded that the changes are acceptable from a safety standpoint.
