DELETION OF ANMJAL CPERATING REPORT

' Transmitted herewith are three (3) original and thirty-seven (37) conformed copies of a proposed change to the Technical Specifications for the Big Rock Point Plant, Docket 50-155, License DPR-6.

The purpose of this change is to delete the Technical Specifications requirement

. for an Annual Operating Report as described in your letter of September 19, 1977 Further, Consumers Power Company will modify the Monthly Operating Report in accordance with the revised format effective January 1,1978.

Docket 50-155 Request for' Change to the Technical Specifications License DPR-6 For the reasons hereinafter set forth, it is requested that the Technical Specifications contained in Facility Operating License DPR-6, Docket 50-155, j

issued to Consumers Pcver Company on May 1,196h for the Big Rock Point Plant be chan ed as described in Section I below:

A.

Delete existing Specification 6.9 1.b and substitute the following:

"b.

Annual Renort An annual report covering occupational exposure during the 1

calendar year to supplement requirements of 10 CFR 20.h07 should be submitted prior to March 1 of each year.

This annual report shall include:

A tabulation on an annual basis of the number of station, utility and other personnel (including contractors) receiving exposure's greater than 100 mrem /yr and their associated man-Rem exposure according to work and job functions, eg, reactor opera-tions and surveillance, inservice inspection, routine maintenance, tpecial maintenance (describe maintenance), vaste processing, and.

4 re fueling. The dose assign =ent to various duty functions may be estimates based on pocket dosimeter, TLD, or film badge measure-ments.

S=all. exposures totaling less than 20% of the individual total dose need not be accounted for.

In the aggregate, at least 80% of the total whole body dose received from external sources 4

shall be assigned to specific major work functions."

Revise Section 6.91.c as follows:

Replace " Office of Inspection and Enforcement" with " Director, 0ffice of Management Information and Program Control."-

II.. Discussion By letter dated September 19,'1977, Consumers Power Company was requested to propose a change to the Big Rock Point Technical Specifications deleting the requirement for an Annual Operating Report.

Changes A and B are submitte.1 reflecting this request.

III. Conclusion Based on' the foregoing, the Big Rock Point Plant Review Committee has con-cluded that this change does not involve an unreviewed safety question, and the Safety and Audit Review Board finds this change acceptable.
