Dear Mr. Giambusso:

By letter dated January 3, 197h, Consumers Power Company stated that we would submit by October 1,1974 a detai'.ed report con-cerning " Anticipated Transients Without Scram" for the Big Rock Point Plant. This letter is written to inform you that we vill not be able to fulfill the schedule commitment of the January 3,197h letter.

Our October 1, 197h schedule assumed that a detailed review would be performed and completed by General Electric Company (GE) by September 1, 1974 and would allow one month for review of that work by Consumers Power Company. A portion of the work, the Reactor Pro-tective System Common Mode Failure Analysis, was completed by GE recently and the results were received by Consumers Power Company on September 27, 1974. Based on a preliminary review, it appears the report prepared by GE contains numerous errors. The analysis of the consequences of anticipated plant transients in the event of a postu-lated failure to scram has not been completed. At this writing, it is not possible to identify a precise schedule for completion of this analysis.

Representatives of Consumers Power Company and GE are meeting this week to establish a course of action to resolve the discrepancies in the Reactor Protective System Common Mode Failure Analysis and to revise the schedule for completion of the work. We vill inform you of the revised sched ctober 11, 1974.
