Dear Mr. Keppler:
As a result of allegations made by Mr. P. Clavson concerning the Palisades Plant's Waste Gas Handling System, Consumers Power Company is conducting an investigation in parallel with and subsequent to the investigation conducted by the United States Atomic Energy Com=ission.
The results of this investigation, while not yet complete, are not wholly consist.at with the information reported in my January 26, 1973 letter
'to Mr. Boyce H. Grier and RO Investigation Reports No 050-255/Th-03 and No 050-255/73-08. This letter is written to provide a sumary of the re-sults of Consumers Po rer Company's investigation on a timely basis. A detailed report is being prepared and. vill be submitted within the next month.
The following findings have been made in the investigation con-ducted by Consumers Power Company which contradicts some of the conclu-sions of my January 26, 1973 letter:
1.
Seven (7) day isolation of individual vaste gas decay tanks prior to discharge was not achieved the majority of the time during 1972.
2.
There was at least one occasion where, based on our records,-
we cannot document that the vaste gas holdup tanks were not bypassed for a period of greater than seven (7) days.
The following additional findings have been made, which in some cases are not wholly consistent with RO Investigation Reports No 050-255/Th-03 and No 050-255/T3-08.

Leakage from the tanks during tank isolation was not properly accounted for in all cases in 1972 or properly quantified in effluent re-lease totals in semiannual reports of operation or monthly effluent re-lease reports.

A seven (7) day holdup was not achieved on three occasions in early 1973 Even though the results of Consumers Power Company's investiga-tion contradict some of the conclusions of my January 26, 1973 letter, the statement contained in that letter "...Throughout 1972, the activities of gases released have always been low and well within release limits."
is still correct.
The report being prepared vill cover the above listed discrep-ancies in detail. As stated previously, it vill be submitted within the next month.
