Dear Mr. O' Leary:

By letter dated March 28, 1973, we reported that several cobalt target rods had ccne unlocked in the two Exxon Nuclear Ccupany, Inc J-l and J-2 fuel assemblies (a total of four fuel assemblies). We further reported that we had performed calculations to determine if these assemblies could be returned to service with their cobalt target rods installed and concluded that they could and planned to follow that course of action. Since that writing, a modification which increases the force required to unlock the cobalt target rods was developed and completed which allowed ther e four assemblies to be reinstalled in the Big Rock Point reactor with t, heir cobalt targ t rods in place.

The modification consisted of instelling an auxiliary spring made of Inconel X-750 (same material as use<* 1r similar spring appli-cations) on the target rods. This modification causes a total spring locking force of 18 pounds. The bearing surfaces of the auxiliary spring are the top of the upper tie plate and hex head located on top of the target rod. A rework procedure was developed and tested by Exxon Nuclear Ccupany and approved by Consu=ers Pc'ver Cctnpany prior to the initiation of the modification. In order to provide assurance that the auxiliary spring would perfom its function thrcughout the life of fuel assembly, tests were perfomed on a mock-up to detemine the force required to cause the spring to slide over the hex head.

The spring did not slip even after the application of a force in ex-cess of 600 pounds.pLtQ q
