Dear Mr. Skovholt:
Your letter of November 19, 1973 requested that the Big Rock Point Site Emergency Plan be updated to include copies of letters of agreement with local, state and Federal authorities and submitted to the Directorate of Licensing.
We are enclosing one (1) original and thirty-nine (39) infor-mation copies of the Big Rock Point Site Emergency Plan. These copies are decignated "information only" to distinguish them from the
" controlled" copies and requirements thereof that are used by partici-pants in the plan. We have not included copies of the letters of agreement with Iccal, state and Federal authorities because we have not yet received them from these authorities. While your letter pro -
vided ample time to obtain these letters, we have experienced some organization changes and this task was inadvertently shuffled aside.
We have worked closely with the participants in this plan in the past and hope to have the formal letters of agreement in the near future.
We vill submit them when they are all received.
