BIG ROCK POINT PLANT - RESPONSE TO DIESEL GENERATOR ALAR'4 AND CONTROL CIRCUITRY LETTER DATED AFRIL 12, 1978 By letter dated April 12, 1978 the staff responded to the Consumers Power Company letter of May 21., 1977 that dealt with the diesel generator alar: and control circuitry at Big Rock Point.

In the staff's letter, it was recom-mended that the alarm for the local emergency diesel generator control switch in the manual or off positions be relocated to an annunciator that clearly indicates that automatic start is blocked.

Consumers Power Company concurs with thi3 recommendation. The " control switch in manual or off position" contact vill be transferred from the annunciator labeled " emergency engine trou'.le" to the annunciator marked " emergency generator start /centrol failure."

This annunciator indicates that the diesel failed to start within its allotted starting time, or that the automatic starting control circuitry is unable to perform its intended function. With the diesel control switch in the " manual" or "off" position, the automatic start function is blocked; therefore, the alarm designation " diesel generator start / control" failure applies.

Additional information was requested regarding manual shutdown lockout relays in the diesel generator control scheme. The diesel generator at Big Rock j'

Point does not utili::e lockout relays in its control circuitry; therefore, it was not referenced in the previous response. All conditions that do render auto start inoperative, however, were addressed.
