'O Appendix A NOTICE OF VIOLATION Natthern States Power Company License No. DPR-22 Based on the inspection conducted on August 1-31, 1980, it appears that certain of your activities were in noncompliance with NRC requirements, as noted below. This item is a deficiency.
Technical Specification Section 6.5.C.3 requires procedures be followed for maintenance performed on systems that may affect safety. 4ACD3.6.3,
" Work Request Authorization Concellation" requires systems and equipment to be returned to normal if work is cancelled.
Contrary to the above, the CRD hydraulic system was not returned to normal in that it was found on August 14, 1980 that the support clamps were not installed on the filters after work was cancelled.
