BIG ROCK POINT PLANT Consumers Power Company has received and reviewed the " Comments by the Director, Nuclear Reactor Regulation Relating to the Request for Exemption of the Big Rock Point Nuclear Power Plant From the Requirements of 10 CFR Section 50.46" dated April 19, 1976.

j We are in agreement with the recommendations; however, it appears that minor clarification of the Director's Comments in three areas is desirable. The purpose of this letter is to state the minor clarifications.

The first area that we believe requires clarification is Item 1.c) on Page 25 of the Director's Comments. This item states:

"c)

Modify the emergency procedures to assure a second emergency diesel can be obtained and operational within 2h hours after a LOCA."

(Emphasis added.)

We believe that the word " operational" was intended to convey "can be made fully operational" because it is likely that in most of the LOCA situations that would exist, it would not be desirable to connect and have the second diesel generator operating. This is due mainly to two reasons: The first is that Bus 2B has to be de-energized to connect the diesel generator. The second is that it would not be desirable to attempt to operate the installed emergency diesel generator and this diesel generator in parallel.

We believe that the staff is in agreement with this interpretation.

The second area that requires clarification is Item 2.a) on Page 26 Item 2.a) states:

"a)

Modify the fire protection system such that long-term cooling can be

accomplished without relying on portions of its underground piping."

9 We believe that the objective of this modification would be to provide connec-tions such that a temporary cooling path bypassing the underground piping could be established if a failure were to occur in the underground piping during the long-term cooling phase following a LOCA rather than a permanently installed redandant piping system.

We believe that the staff is in agreement with this interpretation.

The third area that requires clarification is Item 2.d) on Page 26.

Item 2.d) states:

"d) Provide complete on-line testability of the ECCS including the actuation system." (Emphasis added.)

We believe that the objective of the words "on-line" was to convey testability during plaat operation rather than an automated logic type testing system.

We believe that the staff is in agreement with this interpretation.
