BIG ROCK POIIC PLAIE This letter is written to inform you that we will be unable to fulfill the requirement of submitting a Semiannual Operating Report for the Big Rock Point Plant (Technical Specification Section 7.2.2.1.2.a(1)) in the required sixty days following July 1 of this year and to request a waiver of that Technical Sp elfication requirement until September 1, 1Cfl5 On January 13, 1975 Consumers Power Company proposed a new Administrative Con-trols Section for the Big Rock Point Technical Specifications. Technical Specifications incorporated the requirements of Regulatory Guide 1.16, Revision 2.

Included in this change was a change of the Semiannual Report frequency from semiannual to annual. At the time the change was submitted, we concluded that this change would be approved prior to the time the next Semi-annual Report was due in accordance with the existing Technical Specifications and organized our work effort for preparation of the report accordingly. The proposed Technical Specifications have not yet been approved apparently due to changes that are presently being made in Regulatory Guide 1.16.

It was recognized late last week that we would likely be required to submit a Semiannunl Report for the Big Rock Point Plant. As preparation of such a report essentially consumes all of two months, we concluded that we would not be able to submit this report in accordance with the requirements of the existing Technical Speci fications. Therefore, we are requesting the waiver of Section 7 2.2.1.2.a(1) of the Technical Specifications until September 1,1975 The data regarding the quantity of each of the principal radionuclides released to unrestricted areas in effluents that is required to be reported by both Section 7.2.2.1.2.a(1) and 10 CFR 50 36.a(a)(2) will be submitted withiv. sixty days following July 1 of this
