Dear Mr. O' Leary:
Section 5.2.2(a) of the Big Rock Point Technical Specifications requires that we conduct the control rod drive performance test at each major refueling and at least once every six months during periods of power operation.
The plant commenced power operation April 16, 1973, after a major refueling outage during which time we had tested all control rod drives in conformance with the Technical Specifications requirements.
We had scheduled the next control rod drive performance test for the weekend of October 13, 1973. However, we would like to defer this test to November 3, 1973 if at all possible, for the following reasons:
1.
We want to coordinate our shutdown for CRD testing with our power transmission system outage which can be accomplished on November 3, 1973.
2.
We have had no problems with our daily exercising of CRD's.
3.
Two four-day outages within a three-week period would be detrimental to our fuel integrity. Past experience has indicated that after each return to power we have had an increase in the off-gas release rate.
4 The off-gas release rate for this run has remained historically low. It has averaged about 6500 pCi/cc.
5 During this current run, we have not encountered any operational problems.
6.
Extending this run to November 3, 1973 does not involve any significant hazards considerations not described or implicit in the Big Rock Point Final Hazards Summary Report.
