SEQUOYAH NUCLEAR PLANT UNIT 1 - NRC-0IE REGION II LETTER RII:CJ 50-327/80-39 INSPECTION REPORT - RESPONSE TO INFRACTION The subject letter dated October 30, 1980, cited TVA with one infraction in accordance with 10 CFR 2.201.

-,7 ENCLOSURE SEQUOYAH NUCLEAR PLANT UNIT 1 RESPONSE TO INFRACTION 50-327/80-39-01 Infraction As required by Technical Specification 6.9.1.11, Reportable Occurrences shall be reported to the NRC in accordance with the time requirements set forth in Technical Specifications 6.9.1.12 (24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> prompt notification with 14 day written followup) and 6.9.1.13 (30 day written report).
Additionally, Technical Specification 4.8.1.1.4 requires that all diesel generator failures shall be reported and that the report shall include the information recommended in Regulatory Position C.3.b of Regulatory Guide 1.108, Revision 1, August 1977.
Contrary to the above, in the time period May 1 through September 8,1980, three 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> written reports, one 14 day report, and twenty-two 30 day reports were submitted late. Additionally, in the same time period, 10 diesel generator failure reports were submitted that did not contain all of the information required by Technical Specification 4.8.1.1.4.
Corrective Action Which Has Been Taken 1.
The Plant Manager has emphasized to all plant supervisors the importance of complete and prompt reporting of all Licensee Event Reports.
2.
All diesel generator starts and failures are presently being reviewed by the Plant Compliance Staff to obtain an overall history of diesel generator operating experience >n Sequoyah Nuclear Plant.
Corrective Action Which Has Been Taken to Avoid Further Noncompliance 1.
A Plant Compliance Staff has been established to review, track, and

expedite reporting of Licensee Event Reports and Special Reports required to be submitted to the NRC.
2.
A co=prehensive report will be submitted to the NRC upon completion of the review of diesel generator operating experience. All future Licensee Event Reports on diesel generator failures will be in accordance with Regulatory Guide 1.108.
Date When Full Compliance Will Be Achieved 1.
We are now in compliance with the time requirements of reporting Licensee Event Reports to the NRC.

The Plant Compliance Staff's review of diesel generator operating experience is in its final stages. We expect to be in compliance with diesel generator failure reporting requirements and to sub-mit a complete report of diesel generator failure to the NRC by November 28, 1980.
