PROPOSED CHANGES TO NCA-3800 (ASME CODE, SECTION III)
In your letter dated October 20, 1980, you enclosed a recent draft of ASME Section III NCA-3800, a previous draft, and a code case to implement the changes.
You expressed dissatisfaction with the changes and indicate the draft is justified as being required by the NRC.
You refer to plans for a meeting with us which was subsequently cancelled.
Personnel in my branch and I can not recall comenting on NCA-3800 within the last several years; however, others at NRC have participated in NCA-3S00 reviews and contributed to the July 1980 draft. My understanding is that the July 1980 draft of NCA-3800 was acceptable to the NRC and that subsequent changes to that part of the code that concerns you were made without NRC involvement before the most recent draft was circulated.
We suggest you discuss these changes with Mr. Reedy who is the Chariman of Subcommittee III of the ASME B&PV Comittee.
