In accordance with the request contained in your application dated June 27, 1980, and pursuant to Title 10, Code of Federal Regulations, Part 70, License Condition No. 23 of NRC Materials License No. SNM-54 is hereby amended to read as follows:
23.
All process ventilation systems must be continuously and representatively sampled unless an amendment allowing the licensee to stop sampling has been issued by the NRC, and the flow rates of all process ventilation stacks and vents must be checked annually and whenever any process changes with potential to alter flow rate are made.
Such flow rate checks may be eliminated in areas where the use of SNM has been discontinued.
Flow rate checks must be reinstated whenever SNM activities are renewed.
Furthermore, License Conditions No. 34 and No. 35 are hereby added to NRC Materials License No. SNM-54 as follows:
- 34. Whenever all areas of the licensee's San Jose facility are exempt from the criticality monitoring provisions of 10 CFR 70.24 pursuant to License Condition No. 27 and frcm the evacuation drill requirements of 10 CFR 70.24 pursuant to License Condition No. 33, the licensee is also exempt from the criticality emergency plan requirement of Paragraph 3 of Annex B to this license.

to this license.
It has come to our attention that the fissile content of your sealed sources should be included as part of the one effective kilogram possession limit under License SNM-54.
Condition 8A of NRC Materials License No. SNM-54 is, therefore, amended to add, " including the Pu-239 and Pu-241 in Item B."
This change to the license was discussed with Mr. G. E. Cunningham in a telecon with R. L. Stevenson on October 29, 1980.
