In the above captioned proceeding, the public-interest inter-venors, who have been denied financial assistance by the NRC, were offered and promised prompt delivery of daily transcripts of the hear-ings by the Atomic Safety and Licensing Board.
During the opening day's hearing on October 15, 1980, and again on October 30, 1980, the Board Chairman informed intervenors that they would be responsible for reading the daily transcripts in order to stay abreast of the proceeding and to have prior informatio,1 concerning the scheduling of testimony on various contentions as well as infoncation concerning the Board's rulings from the bench.
Papresentatives of Intervenors Environmental Coalition on Nuclear Power live scme 100 miles from Harrisburg, the site of the hearing room and nearest public documents room (ECNP having been refused the courtesy of a Local Public Documents Room). Other intervening parties live comparable distances from Harrisburg. Several parties are oro g, or are represented by persons who also hold full-time jobs. The Board infonned these parties that they would have to come to Harrisburg to read the. transcripts.
The NRC Comissioners provided in a July 25, 1980, Order that, on a one year trial basis, transcripts would be provided free of charge to
-l public interest intervenors in NRC license proceedings, including, by j
subsequent clarification of the Commissioners, the somewhat anomalous TMI-l Pastart proceeding.
