Dear Mr. Keppler:

Reference (a) transmitted the results of an inspection conoucted by Messrs.

N. J. Chrissotimos and S.

G. Dupont on September 1 througn October 17, 1980, of activities at the Quad Cities Nuclear Power Station Units 1 and 2.

Appendix A to Reference (a) identified three items of apparent noncompliance, and indicated that no further response to Items 2 ano 3 was required.

Accordingly, Attachment A to this letter contains tne Commonwealth Ecison Company response to noncompliance Item No.

1.

NRC Docket Nos. 50-254 50-265 Attachment A The item of noncompliance identified in Appendix A to the NRC letter dated November 6, 1980, is responded to in the following paragraphs.

Contrary to Technical Specification 6.2.A.2, temporary procedure 1377 was not adhered to in that charging water isolation valves were not closed as required by the procedure.

Corrective Action Taken and Results Achieved Tne enarging water isolation valves which had not been closed in accoroance witn the prerequisites of temporary procedure 1377 were closeo.

Upon verification of compliance with the procedural steps, control rod clade unlatching was resumed without furtner discrepancies.

Corrective Action To Be Taken To Avoid Further Noncomo11ance The personnel associated with this event have been talked to and empnasis nas been placed on the importance of following approvec procedures.

A procedure revision has been initiated for QAP 1100-5, Temporary Procedures and Temporary Changes to Permanent Procedures.

A step has been added to require that after the necessary copies of the procedure or change have been made and distributed, the original is routed to the Operating Engineer.

If the procedure or change involves the Operations Department, the Operating Engineer will ma<e an entry into the Daily Order Book pertaining to the existence of the procedure change.

This will enhance knowledge of the change by the Snift personnel, and of its impending use.

Date when Full Compliance Will Be Achieved Full compliance will be achieved upon implementation of the revision to QAP 1100-5 described above.

This should be accomplished by December 15, 198C.
