PROPOSED IMPOSITION OF CIVIL PENALTIES - $38,000 This.is to inform the Commission that a Notice of Violation and a flotice of Proposed Imposition of Civil Penalties in the amount of Thirty Eight Thousand Dollars ($38,000) will be issued to the Consumers Power Company on or about January 2, 1981.

This action is based on 16 infractions relating to major deficiencies found in the Consumers Power Company quality assurance program related to the activities of a heating, ventilation and air conditioning contractor, the Zack Company. A news release will be issued about the time the licensee receives the notice.

The State of !!ichigan will be informed.

It should be noted that the licensee has not been specifically informed of the enforcement action. The schedule of issuance and notification is:
