Attached to this letter is the revised version of the Surry Power Station E=ergency Plan. The criteria of NL* REG-0654 were used in the development of this revision as well as the coc:=ents and interpretations presented at the March 26th meeting in Willia =sburg, Virginia, with the Joint NRC/ FEMA Emergency Plan Review Team.
It should be noted that the evacuation routes and assembly points for the general population have not been identified by the State and local governments to meet the new criteria. This infor=ation is under development by them and will be presented as soon as it is available to us.
This Plan is based on existing meterological capabilities as our plans for meeting the criteria of Appendix 2 to NUREG-0654 are still under cavelopment.
As you are aware, these criteria are currently out for co==ent, and therefore it is necessary that the criteria be finalized before the company coc= tits further outlay.

An interi= Technical Support Center is described in the Plan. Develop =en t of.ne. permanent center at the site is under way but is not expected to be completed before Dece=ber 31, 1980.
The Early Warning System by statute is the ultimate responsibility of local governments. However, Vepco, along with the State and the local governments near both the North Anna and Surry sites are working towards systems that meet the intent of this criteria. Consultants have been hired and are currently studying the methods, placements, and operation of the most effective systems. We expect the results of these studies and reco==endations soon.
The " Letters of Agreement" are included in Section 10.1 of the plan that meet the requirements of NUREG-0654 There are " Letters of Agreement" still outstanding that will be sent to you as soon as we receive them.
