Dear Mr. Ahearne:

I am writing this letter in an effort to express some concerns that I have as Chairman of the Advisory Panel for the decontamination of Three Mile Island, Unit Two.

My first concern is the feeling I have that this Panel will be unable to really deal with any substantive matters by the deadline of Janu-ary 31, 1981.

Part of my reasoning for this is the already apparent difficulty in selecting meeting date's that are agreeable to a major-ity of the Panel members.

I was also extremely disappointed that five of the twelve members were unable to attend the very first meeting of the Panel.

As you know, we are in the holiday season that runs from Thanksgiving through the New Year's holiday. h'ith busy schedules and

ompeting demands from family and one's job, it is extremely difficult t

to arrange any meeting in December.

However, I will attempt to surge ahead with the Panel to the best of my ability.

I am also writing to express to you the. concern of citi: ens from York County, that no one was appointed.to the Panel representing that County.

h~ nile a similar concezn has not been raised from Lebanon County, I would l

i note that that County likewise has no representation on the Panel.. I realize that it is difficult to cover all areas in the make-up of the Fanel, but pass this matter onto you for whatever it is worth.
