Dear Mr. Helfrich:
Enclosed please find a November 19, 1980 letter from International Customs Service, Inc. (ICS), and a subsequent letter dated December 2,1980 from CERN, requesting NRC to amend export license XUO8422 as follows: 1) remove Transnuclear, Inc. as the licensee and add International Customs Service, Inc.
as the new licensee; 2) increase the quantity of depleted uranium to be exported to CERN to 907,185 kilograms; and 3) extend the expiration date of the license to December 31, 1981.
(We confinned with ICS that the license expiration date should be extended only to 1981 as CERN requested, and not 1985 as ICS indicated on its application).
In accordance with CERN's request, it is NRC's intention to amend export license XUO8422 on January 1,1981 in order to remove Transnuclear, Inc. and add ICS as the new licensee, pursuant to 10 CFR 110.50(b)(6). With respect to ICS's request to increase the quantity of material and extend the expiration date.of the license we would appreciate your views in accordance with established procedures as to whether the proposed export license amendments meet the applicable criteria in the Atomic Energy Act as amended by the Nuclear Nonproliferation Act of 1978.
