SUBJECT:
PILOT PROGRAM IN CONSLNER AFFAIRS The Comission recently directed that a pilot program in Consumers Affairs be established in the Office of Public Affairs. The pilot program is set up (1) to provide assistance and direction in the conduct of public meetings and rulemaking hearings of broad general interest, and (2) to develop and distribute basic infonnation concerning NRC's activities and procedures /
process for public participation. The program will not include adjudicatory hearings. The program is staffed by Jeanne Cook and Penelope Owens. They are located in Room 3708 of the Maryland National Bank Building, and can be reached at 49-27715.
One part of the pilot program in assisting at selected public meetings will include developing a broad outreach program in order to interest the public in participating and to assist in infonning the public on how to participate usefully. We will also prepare a handbook for the NRC staff on the conduct of public meetings, and infonnation to advise the public about opportuni-ties and timing for citizen participation in the NRC process.
To accomplish these tasks, we will be seeking infonnation from the offices about their experiences in holding public meetings - the NRC needs, the public needs, what worked well, what didn't, etc.
This is a new program for NRC, and we will welcome any suggestions from offices or the staff in connection with these activities.
