k Equipment Qualification Branch Input For Safety Evaluation Report [ LaSalle Nuclear Stations Units 1 & 2 Docket Nos. 50-373/374 3.10 Dynamic Qualification of Seismic Category I Mechanical and Electrical Equipment I The supporting information is contained or referenced in Sections 3.9 and 3.10 of the Final Safety Analysis Report. We review this information as detailed in Sections 3.9.2 and 3.10 of the Standard Review Plan. The applicant has described the equipment qualification program, consisting of dynamic testing and analysis, used to confirm the ability of seismic Category I mechanical and electrical (includes instrumentation, control and electrical) equipment and their supports, to function properly during and after the safe shutdown earthquake (SSE) specified for the plant. The applicant has also described the program for the qualification of safety-related equipment for the combined seismic and hydrodynamic vibratory loads associated with the FARK II containment suppression pool. In instances where components have been qualified by testing or analysis to other tnan current standards such as Institute of Electrical and Electronics Engineers Standard, 344-1975, " Recommended Practices for Seismic Qualification of Clas IE Equipment for Nuclear Power Generating Stations," and Regulatory Guides 1.92, " Combining Model Responses and Spatial Components in Seismic Response Analysis," and 1.100, " Seismic Qualification of Electric Equipment for Nuclear Power Plants," or where equipment is affected by and was not qualified for the suppression pool

,.o d k l tion and -hydrodynamic loads, the applicant has un erta en a reeva ua .requalification program. The applicant has identified those items of nuclear steam supply system and balance-of-plant equipment requiring reevaluation, has described the methods and criteria used to determine the acceptability of equipment qualification _to meet the required dynamic loads, has submitted plans for a confirmatory in-situ impedance test and an in-plant SRV test program, and has submitted the up-to-date reevaluation and requalification results. However, the applicant i has_not submitted the information describing the methods and criteria used to address the vibration fatigue cycle effects on the affected equipment due to the recuired loading conditions, has not submitted the results of the in-situ impedance tests and has not completed the qualification program. The confirmatory in-plant SRV tests will be conducted prior to full power operation. Our Seismic Qualification Review Team (SQRT) is reviewing the currently available information and has scheduled a site visit in November 1980 to confirm the extent to which the qualification of equipment, as installed in LaSalle, meets current licensing criteria as described in SRP Sections 3.9.2 and 3.10. Based on our review to date, we conclude that an appropriate qualification program has been defined for the seismic Category I mechantcal and electrical equipment which will provide adequate assurance that such equipment 4 will function properly during and after the excitation from vibratory forces -imposed by the Safe Shutdown Earthquake or hydrodynamic loads associated with discharges into the suppression pool, or by the combined

- earthquake and hydrodynamic loads. We are-continuing our review and will report.on our conclusions, including the results of the on-site -audit review,~ the ' resolution of any followup actions identified during that review, and the review of the documentation of the items described above.in a supplement to this report. i 4 4

Dear Mr. Wolf:

Don Cleary asked me to look through my files on TMI related articles to see if itcould assist you. Enclosed is a zerox of materials / cover sheets on hand. I hope you will find them useful. In addition, an update by the state is in process and I will forward a copy when it' arrives. i Enclosed is a copy of the recently printed NUREG/CR-1584 on psychological stress and atmospheric decontamination of TMI-2. I hope you will find the report both interesting and informative. If you w'sh to coment on any part of the document, please contact me. I would also be interested in viewing your manuscript and any other relevant materials in the psychological and sociological impacts of TMI. If you wish further infomatio'n on the report, please contact me at 301-492-8997. Sincerely. .3 William E. Rodak Psychologttt Regional Impact Analysis Section . Division of Engineering
