Dear Mr. Denton:
Pursuant to the requirements of 10 CFR 50.90 Commonwealth Edison Company hereby requests a change to Operating License Nos.
DPR-39 and DPR-48, Appendix A, Technical Specifications.
The purpose of this amendment is to permit use of a maximum of four extended burnup fuel assemblies in the Zion 1 cycle 6 reload.
The proposed changes are contained in Attachment 1 of this letter.
Reference (e) approved use of these Zion 1 fuel assemblies in Zion 2 for a maximum of two additional cycles as part of an extended burnup demonstration program.
The first additional cycle was completed in May, 1980, but planned inspections of these assemblies precluded their use in the subsequent Zion 2 fuel cycle.
The next available reload is Zion 1 cycle 6.
The proposed Technical Specification changes are necessary to permit the second additional cycle to be in Zion 1 instead of Zion 2.

g It is important that these assemblies be used in the next reload because this extended burnup demonstration program involves contractual arrangements and funding with DOE, EPRI, Westinghouse and Commonwealth Edison.
Funds are available for only a limited time to do the post-irradiation examination of these assemblies at Battelle Columbus under joint contract with Westinghouse and Empire State Electric Energy Research Corporation.
these exams will determine the actual fission gas release andAmong other things, provide verification of analytical gas release models.
j It is requested that these Technical Specifications be reviewed on a schedule compatible with our plan to begin the Zion 1 fuel moves on February 1, 1981.
These changes have been reviewed by Commonwealth Edison's On-site and Of f-site Review with the conclusion that there are no unreviewed safety questions.
In references (a), (b), and (d)
Commonwealth Edison demonstrated that the assemblies could be used in either Zion 1 or 2.
Similarly, the NRC Safety Evaluation containcd in reference (e) identified no concern r71ative to use in t
either Zion unit.
However, because these assemblies were part of a limited demonstration program the NRC approval limited the number of assemblies and specified a reactor.
Changing the Technical Specifications to permit use in Zion 1 involves no new sa fety questions and is considered to be an administrative change.
Accordingly, Commonwealth Edison has determined pursuant to 10 CFR 170 that the proposed changes constitute a combined class I and Class 11 amendment.
As such, a fee remittance in the amount of
$1,600 is enclosed.
